New layers and a late bloomer? Quick question

I have 4 Welsh Harlequin ducks. Three of them started laying a few weeks ago, I get 3 eggs per day. I'm assuming that one hasn't started laying yet and they're not just taking turns, one of them doesn't touch the oyster shell. Is there a point that I should be concerned that she hasn't started laying when the other 3 have? They're 27 weeks old.
 
Since they don’t all mature at the same rate even though the same age you could easily have a late bloomer. Is she acting off at all? Eating drinking enjoying life like the rest of her sisters are ? If so then it’s just a waiting game. Of course there is always the option of having a vet check her out. And we always emphasize that since we aren’t vets and have to go by what we have learned from our own birds and experienced. Hopefully she’ll begin laying soon and the worry will be over, well at least in that department. lol

She's acting normal for her. She's always been a little high strung and suspicious of everything compared to the other girls, but she's eating, drinking, swimming, playing with her sisters like normal. I'll give her a little bit more time and then take her to the doctor if I'm still concerned.
