How do I go about regulating, maintaining changing the temperature in the brooder? Can I purchase something that can do that?

I use a sweeter heater and start it low and raise it to lower the temps.

Any suggestions on where to order the best brooder or how to make one and what type I'll need. Any articles available for me to read up on?

I bought a cheap incubator from Ebay, ($20)...it only holds 7 eggs, as it is my first clutch of eggs to incubate...thought I would see how successful it would be.

Yes, will do...me, too ...need to get a brooder into action...can't wait 'til they hatch, have only seen them once, years ago - so cute and tiny!

As johns39 suggested the Sweeter Heaters raise and lower easily. I usually attach a heat lamp to a long 2x4 and raise it or lower it as needed. Definitely use a screen over the top of the brooder with a heat lamp in case it trys to fall in.
