Explain the tax your chickens thing?

As far as the tax goes, it costs $25 for a permit to keep up to 8 chickens. Then if one wants to keep more they must pay $25 a year per each chicken for all additional chickens.

That’s kind of dumb. What if you have a whole bunch of space but you can only have 8 chickens. I mean I guess $25 per bird a year isn’t that much for one or two, but what if you wanted 20 chickens?! In my city we do it by how much land you have.
