It sounds like your rooster may have bumblefoot. You can find a lot of info here about that. As for feather loss, it is usually caused by feather picking or poor nutrition. Feather picking is usually caused by boredom or not enough space in the coop/run.
You may want to make a post in the emergency forum to get information that is tailored to your situation.
