I would move back with dad and bring her. If the coop doesn't have a large run that goes with it, build one.
You are living next to a horrible individual and it's been my experience that these people enjoy treating others badly.
If you were told the chicken has to go, they probably were not permitted by local ordinance in the first place.
If you move back with dad, that will give you some breathing room to try to find an apartment in a more rural area where you can live. Just look every day for new listings.

I agree. Move back in with Dad, and take your baby with you. No one has the right to treat another person the way your ”neighbor“ has treated you. Seriously, just go. You will feel a lot better, your chicken will have friends, you can enjoy time with your Dad, and not have to worry about a nasty neighbor or the slumlords any more. You can do this!
