I'm not sure how the soil is in your area, specifically, but raised beds are always an option if your soil isn't great. I'm going to do some for my garden next year.

Ooh, that's a great idea! We're just converting to a couple of those due to my not wanting to crawl around in a garden anymore but if you have crappy dirt, why not grab some purchased dirt and/or potting soil at garden centers and have at it!
