That tub is way too small, not enough floor space. A rectangle shaped 55qt. Rubbermaid tote would be better. It would provide a cool area and a warm area, with the lamp situated at one end of the tote.
What kind of bedding are you using? Cedar shavings give off VOC's that are toxic to chicks. Also check the temperature on the floor of the brooder at the chick's height. Should be around 90°F. You will need to lower the temp by 5°F per week until they are fully feathered and can regulate their own temperature.

Highly likely with a heat bulb. Get a thermometer and check what the temp is under that lamp.

So when I put a thermometer a good 20in or so from the light it's only reading 91° and the light is 1 -1 1/2 feet away from the chicks

No, not when I got them at least. That's where I put the deceased ones until we can bury them.

I'm so sorry for your losses.
That tote is too small. It would be very difficult to correctly control the temperature. The question about the bulb being Teflon coated is important too.
