She gets frostbite around 25 degrees Fahrenheit
That's not cold. How much ventilation do you have?
The only frostbite I've had in my flock is on my rooster and he got mildly dubbed at -23F. My current cockerel got ugly frostbite on his long wattles from ducking them in the fount waterer in sub-zero weather.

I agree you must have a humidity problem. I'd get a hygrometer and check it. It shouldn't be over 70%. Ours stays around 50-60% even when it's subzero outdoors and 80-90% humidity.
