Would this pen I build be large enough for a pair of woodies or mandies
It is 10x 10 covered and 10x 10 opened

Of course the scovies would have to move out first

I would just add some more limbs or branches and maybe some plants. Mine LOVE their branches in fact they spend most of their time perched.
 
Also for perching get some raised nesting boxes for the younguns. Three or better yet two for each pair if you can. Post more pics of course after you get them all settled in. Good luck with them.
 
I stopped by lowes today and got some flowers and stuff and planted them

What gauge is the wire? It looks pretty tough, like dog kennel mesh - which is great, but a concern would be if your birds are flighty and get spooked (most Mandarins & Wood Ducks are), that strong mesh can be lethal. I've lost birds over the years when an owl or other predator spooks (even fireworks or thunder) them at night and they crash into something strong with no give. Just something to consider if getting full-flighted birds, wouldn't be an issue with pinioned birds or if you trim wings.

Ditto with Blob Chicken, a little concerned about the gaps seen in the first pic. They are cavity nesters and can squeeze into (through) some tight spots.

Best to try cover all bases before.
