I think its just a hatchery quality cochine, thats what they look like.

He could also be bantam white Cochin x Polish (I think single comb is dominant, correct me if I'm wrong), or Appenzeller Spitzhauben, or bantam white Cochin x Silkie. I think that the Plymouth Rock or Cochin x Silkie is more likely because those are more common/popular breeds.

I think both of its parents are white because it has no color leakage. All the chicks that I've hatched from my leghorn hen with a few different roos, all have black/blue color leakage.
