What is the shortest I can make a breeder pen I have um 2'' x 10"

not sure I understand, height wise about 1 foot is enough.

2 inches x 10 inches is kind of small.
2' x 10' is pretty large and would make some birds happy though.

My bad it's 2 ft buy 10 in. If you buy 1x1 wire it's 2 ft if you cut it in half you cut out a inch so you have 11 inches hi

11 inches will work, just make sure your feeder/waterer will fit.
