new to Alabama, newer to chickens

I have 7 hens and 1 roo. But I don't have any more room for 3 more hens. yet the rooster only has eyes for only 2 of my newer hens, sometimes 3. they are getting bald on their backs and elbows. I tried a saddle on one of my first 3 birds that I have, and when the rooster was done, the saddle sometimes would end up crooked on the hen and I'd have to straighten it out. The rooster once worked the saddle right off the bird.The feathers never came back until I took the saddle off from her. He doesn't bother my older ones much any more.
