What are the best steps to take when trying to change local ordinances that do not allow for BYC?

Local as in city or HOA?

It's often very hard or impossible to change it if it's a county or hoa, if you're already zoned rural or agricultural and have the proper size lot, you'll have a better chance.

HOAs tend not to budge. I'm amazed that anyone would want to live in one.
Find out if bordering similar communities permit BYC then use their statutes to formulate a proposed ordinance change, get petitions signed and present at the next board meeting with as many people that signed the petition there to support you.
