I can tell you how if you are on a computer...
I am not a fan of using my phone on BYC..But I will sign in real quick to tell you how to do it on a mobile if ya want??
 
If phone...on mine I press and hold my finger in one spot...over the words...and an option shows up to COPY it...
then I paste it into the reply box.

On a computer I right click and copy..then paste.

I realize this is heard in movies and on TV alot, but that phrase is not even possible. Over means you are done speaking and awaiting sone one else to speak. Out means you have left the radio net and no longer available to hear or speak back. Thus, Over and Out makes no sense. You can't be waiting to speak if you're off the air.
FWIW, now you know.
If it makes you feel better... My wife absolutely HATES watching military movies with me. She likes to annoy me using the CB slang: 10-4. That drives me nuts.
A quarter century of instructing and correcting soldiers is VERY hard to break.
