Judging by this photo, it looks like a Mille Fleur Belgian Bearded D'Uccle cockerel.

Thank you Bantamlover! Do you have any idea if it is a rooster or a pullet? I was thinking rooster because I heard him crow but I have been doing more research and learned that sometimes the pullets crow too....

He is a rooster. Pullets wouldn't have such a large, red comb and wattles at this age. The crowing is another sign--some older hens do crow as their reproductive system malfunctions, but young birds like this one do not crow unless they are a male.
