ETA: Just get ringneck pheasants...you can't release those either but at least you don't need a permit

We even have to have a permit for ringneck pheasants in MO

We don't in KY, we need a permit only for bobwhites and grouse.
 
Isn't it funny now the laws differ for each state. You think think they would be somewhat standardized.
