New to keeping chickens

You'l want a floor of some sort for the actual hen house of the coop (where the chickens roost at night). Wood is commonly used. Place the bedding on top of that, and you should be all set.

The run where the chickens can scratch around doesn't need a floor. They'll happily eat all the weeds and dig through the dirt.

One hatchery that sells small quantities is MyPetChicken: http://www.mypetchicken.com/default.aspx I've never ordered from it myself, but others have and are pleased with the chicks and the service. You may want to check it out.

My Pet Chicken - a BYC sponsor will sell smaller orders of breeds - I think a 5 chick minimum if buying a bantam breed (like silkie) IF you are not near a big city. I believe if you are near a Big city, you only need to buy 3 chicks. You can also pay more for sexed chicks - tho I wouldn't quarantee silkies at a young age.

You may want to put "Silkie thread," in the search box, and post on there or just lurk to see all the silkie photos and meet the knowledgeable breeders. Maybe there is someone near you.
