Hello and welcome to BYC! Some breeds are unable or harder to be tamed like leghorns. I hand raised my chicks too and I have 8 lap chickens. As for aggressive roosters, I don't think there's anything you can do to tame him. The best thing to do is separate him in his own bacholer pad or have him for dinner. Maybe you can catch him at night when he is sleeping. Good luck.
