New to raising chickens

Hi, i'm new to the whole chicken raising scene and was wondering if i could get some questions answered and could get a few tips too.
Q1-I have two chicks both the same age yet one is 8-9 inches tall and the other is only 3-4 inches tall. Is there something wrong with the smaller one?
Q2-When can i start feeding my chicken actual chicken feed instead of the chick starter?
Q3-Why does my baby chick make long whistle-like chirps in the middle of the night?
Like i said im really new to this so any tips or advice is appreciated. Thank you!
 
Are both chicks same breed
Feed chick starter feed until 8 weeks then a grower feed until 20 weeks
They could be cold they need a heated brooder if they are very young

1- My guess without photos is the smaller one is a bantam? Do post pics under what breed/gender as NorthFlChick suggested to get opines.
2- If they are layers then you would continue the chick starter until they are 18 weeks or earlier if they have started laying. I think the grower is intended for meat chickens?
3- The only sound I have witnessed like that was when one of mine was separated from the flock, are you keeping a light on at night?

Are they the same breed? Smaller could be a bantam, or just smaller cause she is. Chickens are very unique, and even pure brothers/sisters can have a big size difference.

I start mixing other food in with their chick starter at @ six weeks, and have them off of it by about 2 1/2 months.

Chicks talk ALL THE TIME! Day, night, everything in between. A chirping chick is a happy chick :-)
