This looks like picking and plucking to me. Do they have a place to roost at night? Chickens need at least 5sq feet per bird in the coop to keep from doing things like this. For now I'd put a saddle on him, he could develop ingrown feathers and infection if the picking continues.

Hello & Thank you for the welcome. Pretty sure it’s not over breeding. Lord knows it’s not for lack of trying on Heir Beilefelders part. He is somewhat of a horn dog ‘haha’ I’ve been observing closely for about 3 weeks. It seems to be happening to only our 3 Beilefelders. We also have 21 Buff Orpington hens. Non of their feathers are in this condition. Currently I’m keeping up a good protein diet.

It's good that you have an adequate protein feed for them. I do the same. The feather loss here is random among my breeds. I have one white bresse rooster losing feathers on the bottom of his neck with no known reason. As long as he is active and doing what roosters are supposed to do I'm not going to worry. I can see new feathers coming in.
