Hiya, and welcome to BYC!

So sorry you're in this predicament, but like those above mentioned, HOAs can have their own specific rules that go way beyond your local, city, county, etc. It doesn't mean you can't appeal them though! The article @N F C posted above is very informative.

I'd also post in your Colorado thread and see if by any chance someone else lives there, or in one owned by the same company.
