When I built an incubator, I put a smaller (80mm) computer fan right across the water pan in addition to the other fan that circulates the air. When I desire a higher humidity, I turn on the small fan that blows against the water pan. That increases humidity to 75% in about 15 minutes. I can then turn it off. These fans have two speeds and the lower speed is usually enough.
