-7 with wind chill or no? Wind chill is only a factor is the birds are exposed to the wind. Regardless, as long as your birds are in a very DRY coop that has lots of ventilation but no drafts directly on the roosted birds and they've gone to roost with full crops, they should be fine. My flock has seen actual temps as low as -23F and were okay outside of some minor frostbite that rounded off the tips of the rooster's comb.
