You really do need a fence. It will keep them safer, and it will keep them out of the neighbors. People who do raise them without a fence are usually in a farm setting, whereas the area for the chickens is farm like. People that let them just roam, usually find they tear up the neighbors prized flowers, (they really love to dig in landscaped areas) and it can be awkward to say the least.

There is not a way to keep them in an area without a fence. Might need to wait until you get it fenced.
