Newbie- trouble with incubator HELP

Ok.... first hatch. Eggs arriving on Mon. or Tues. and I went to plug in my brand new hova-bator and the light/heating element won't turn on. Nada. Nothin'. Would that be the thermostat not working? I have a Hova-Bator 1602N. I'm about to go buy a new incubator just because we are leaving to go out of town tomorrown morning overnight and I REALLY need to figure this out today. Grrrr....

Also, I'm planning on going to radio shack to buy a hygrometer (sp?) and hopefully a probe thermometer, but I'm not sure how to set those up.

I am currently looking to help our city manager in changing an ordinance to allow keeping chickens within the Casper city limits. I am wondering if you would have any helpful input and maybe any supporting facts or ideas. We are currently searching every website and books along with countless articles to support our cause. The city manager is very supportive as well as interested himself. If we can just get enough signatures and supportive information he is sure it could be passed.
