NHR Pullet or Roo???

I only have 2 of my original 4 due to raccoon attack. I know the Barred rock is a roo because he is crowing. I am not sure of age but I think under 20 weeks. I can't tell if they are fighting or if "she" wants to be left alone. "she" will pull her head up high so her neck feathers all stick out. Not really any noise though.

I think it's a pullet. the comb is rather small for it to be a Roo (at 20ish weeks). I wouldn't be suprised if she is going to be laying soon.
