"Fair is in the fall". Um... Easy fix: whoever passes the written and driving tests first, gets their license first. (And in Arkansas, you have to have at least 30 days with a Learners Permit.)
My mom doesn't have the best logic when it comes to "fairness". I would pass the written test easily. Even the actual driving part doesn't seem like it would be hard. I already know a fair amount about cars from spending so much time helping my dad work on them.

Here in Michigan, the same thing applies with the permit. Unless you are under 16 when you apply for it. Then you have to stick with the permit for 4-6 months, depending on your age.

we have to drive for 30 hours total before we can get our license. Or have the permit for 6 months we also have to past some written test

They are both super easy... (Mine were anyway...) : answer the questions with common sense and follow the rules of the road.
