Its kind of a projecting thing. Sorry, if you don't want to here this, but I had the exact same problem.

If you don't normally speak really loud, its going to be harder to speak louder when you want to and it'll feel like your pushing on your throat.

The key is breathing, developing vocal chords, and imagining your nasal cavity stretches down to your throat in a "C" shape, after while the voice'll come.

Once it was almost my turn to talk at a 4h meeting and I was scared to death. So I got really mad all the sudden, grabbed the microphone and suddenly I had this big ol' women voice. It was great. XD
