Nipple Waterer HelP!

I put in 3 nipples along the bottom edge of my 5 gallon plastic tub.

I want to put it on a shelf in the coop so it won't freeze, so I put them along the bottom edge facing out (as opposed to the bottom hanging down).

They just constantly drip from the end of the nipple.

Do I need to seal it or something? It's not leaking around it, but just out the end of the nipple

they have a ball baring inside them if they are not hanging the balls will not stop the water you need to put them on the bottom of the bucket.
