No ordinances against chickens /roosters

I have had a coop for three years. I keep one rooster for my girls. When I hatch out chicks sometimes there is another rooster but I find a home or have him for dinner when grown. Can I still be cited for noise from my rooster when there is no such ordinance against my pet. I live in the small town of Clearfield, PA. Also can they fine me when many others in town also house roosters? One of the roosters is on the same street as mine?

. If numerous neighbors complain then depending on your area yes it is possible you will be cited for a noise disturbance.
 
Agreed. Noise is a separate issue from permitted use. Permitted use is not a carte blanche. Think of it this way: You can have a huge stereo, but can be cited for playing it at full volume in the backyard at 2 AM. And yes, you can be cited when others are not. Just like when one car out of many is pulled over for speeding.

I think this all amounts to common sense, and it sounds like you are being careful to be considerate to your neighbors.
 
You need to specifically look up your noise, nuisance, and nuisance animal ordinaces. For example, an early crowing rooster might violate noise restricted by time of day. ( if so, keep his coop dark beyond that time) and permitted uses usually come with a caveat that it is only permitted so long as there is not a noise, odor, public endangerment problem, or unsightly yard, even.

If there is a noise ordinance it may also have a duration or a decible level cut off, or something that describes it, like being able to hear from a certain distance, painful, or it can leave it up to judgement of officials to determine...this one is pretty easy to beat since it is subjective rather than objective and measurable.
