My logic for this is based on keeping the flag as symmetrical as possible….
By making 4 “Territories” new States in one year, the flag will have 1 slight but, oh so meaningful upgrade….

shrink the current 50 stars on the Union Jack to accommodate a vertical row of 4 new Stars equal in size the to 50 that shrank in size to make room for these worth additions nearest to the flag pole side. This would keep a balance and beauty to Ole’ Glory.
