I have learned the hard way with straw and pine shavings. The first year I had chickens we used straw and it was horrible. Much harder to clean out, smells, and it doesnt absorb anything. Shavings tend to keep things much cleaner and tend to absorb rather than just cover up waste. For nesting boxes I like to use straw or even hay with some shavings mixed in.
