Not Eating The Fine Powdery Feed

Hi,
I'm new to raising chickens. We have 27 hobby farm mix chicks from Sunnyside Hatchery. We are feeding an organic starter which they seem to like but I always have a lot of very fine feed mix in the bottom of the tray that the chicks never seem to eat. I have tried to leave the powder feed without refilling the tray but they never eat it down. When I put new feed out the almost attack as if they are very hunger. With the cost of the organic feed I don't want to be throwing this out but I don't want them going hungry to make them eat it. Is it normal to have powdery feed they don't eat?
 
Put the powder into another container and add some water to make it about the consistency of toothpaste. They will eat that up very well, they seem to prefer wet food like this, but it's a little more work because if you mix up too much at a time it could get moldy. I bet very little will be there after even an hour and it will take days to get moldy.

Another thing chicks love is chopped up hard boiled eggs. Either of these work as treats to train them to come to you and eat out of your hand.

Make a mash (wet it down) and they will love it.
