Not Hatching?!

I set eggs on the 4th of January, they seemed to be growing well when i candled throughout, but now its two days after hatching date and there isn't any sign of even internal pipping.
There has been a few times where temp has fluctuated down a bit, but they kept growing so i assumed all was okay.

Why are they not hatching? Can anyone help?
 
They are a little overdue, but that is probably because of the temperature fluctuations. Even a degree or 2 under 99* could delay a hatch by 24 hours. As long as they are still alive in there leave them. They'll start hatching when they are ready. I've had batches of chicks hatch on day 22 through to day 25 and they were O.K. So don't worry!
