My dad and step mom asked if they could order there thanksgiving turkey from us, he of course would pay shipping after the turkey was processed..is it legal to ship from kansas to maine?
 
I'd be very surprised if this were illegal. But, should be easy enough to ask whoever you intend to ship it with.
 
Omaha Steaks routinely ships meat in dry ice and styrofoam. By USPS, I think, but not sure about that.
 
To ship across state lines for sale it has to be processed in a USDA inspected facility - As a gift I don't know, that would be a gray area. They do make insulated shipping boxes so you could freeze the turkey solid pack in dry ice. I don't see why that wouldn't work.

I had no problem sending frozen food across state lines. I shipped in a stryrofoam cooler with dry ice and then i set it inside a box to ship. ...(i didnt tell the PO about the dry ice though..) i didnt realize i had to until after..

There's no problem legally with shipping it to family- I wouldn't mention the fact that it was paid for, however. It is going to be insanely expensive to ship, but if you're willing to spend it, go for it!
 
Last Christmas I shipped 5# of venison to my parents in New Mexico. I wasn't able to use dry ice (shipping co wouldn't allow). I used ice packs and foam insulation. It cost $30. Pretty expensive for 5# of meat, but it was for Christmas.

My Dad told me later, to wrap in many layers of newspaper. That is certainly lighter than ice packs.
