Not so nice duckling

I have almost 4 week old mix of ducklings and i have one smaller one I believe is a khaki that is pecking at the others (bigger ones). One of them has a nickle size piece of down missing. Put blukote on it and separated the khaki for a few. It's too cold to put them out yet. Any suggestions on how to settle this one down?

How many ducklings do you have and how much space have they available? - A four week old duckling needs at least 0.2m² (2sqft) of brooder space. If they have not enough room, they become aggressive.

I have 4, I thought more space might help so I attached another dog play pen to the one they were in. Now they have a two room condo. Seems a bit quieter this evening. Thinking I might need a bigger swimming pool for them too. Thanks!
