not sure about breed or sex...help

I have 2 Welsummer's?...that are 4 mos old, one has a nice comb and wattle and starting to grow a nice tail (like a roo). The other is just short and fat with nothing. Is this normal? She seem happy and healthy. I thought that they both were female.

Looks to me like 1 buff brahma rooster, and 1 buff brahma hen.
