I found this on my chicken today. Is that dry blood, or something else. If it's blood, was it another bird?

Looks like he's losing that point, watch for infection or necrotic tissue but it'll likely fall off

No, don't worry. It is just a minor injury and will usually heal on its own as in drying up and falling off.

If you look closely at the base of that point, it appears that it was cut or torn. Could have gotten caught on something, fencing, wire, etc. Combs usually heal up fairly quickly. That point will likely fall off, which won't affect the bird at all. Unless you see any signs of infection, it's probably not a worry. Definitely not pox.
