Have you checked them really well at night time with a flash light for lice and or mites?

I feed Flock Raiser with Oyster Shells a separate container for the hens/layers. Maybe mites/lice? Dust them with Poultry Dust & check for those little critters in the coop/run.
I looked at them and saw nothing, i just cleaned coop and put new sand in a few weeks ago. They are eating n drinking normal, i see nithing in there poop either

Mites will come out at night only.
They live in the coop and feed on the chickens at night, so check at night time.

Some feather mites and lice are too small to see.
I'd give them all a few sprays of a permethrin based spray.
And spray the coop extra well with the same spray.

Then spray again in about 10 days then wait to see if they get better.
In the mean time I would offer extra protein...maybe switch them to a grower feed for a while.

MinnieElla has the same photos & similar problem...oldhenlikesdogs mentioned crowding & bored chickens will peck each other's feathers.

How many chickens in how much space?
Feed higher protein feed and/or treats. When I had some feather picking going on, feed scrambled/boiled eggs daily for a few days and I feed Flock Raiser (20%) with Oyster Shells on the side for the hens, your Cocks won't mess with it.
