I got told my rooster was a white crested polish, or some thing like that? I wanted to know if he was a pure bred or not?

He does look like a hatchery-quality White Crested Black Polish. Probably is "pure-bred", at least in hatchery standards, but is not show-quality.

He looks young so he should fill out in the crest some more but he is a white crested black polish from what little bit I can see of him in the picture.

He's a White Crested Black Polish. I believe that the is purebred, but he's hatchery quality. A show quality White Crested Black Polish would have a larger crest with less black in the front. He should fill out more as he gets older, though.
