My Naked Neck got a rip on the back of her neck and I cleaned it up with vetericyn spray and slathered on a coat of triple antibiotic ointment at least twice a day. She healed up beautifully but your pullets wound is more serious. Hopefully she's unable to reach it as she pretend. I definitely wouldn't allow the others to get at the wound
 
You can flush it out with plain water or saline solution, and as @Sapphire Sebright said, use triple antibiotic ointment (is neosporin different or the same??) with no painkillers to keep it moist. DON"T let it dry out!

I'd use a towel for bedding so that any loose bedding can't get in the wound.
 
Separate her from the others. If you can give her her own little space -- a cage, maybe -- with bedding, feed, and water, then do so.
Trim the feathers away from the wound, wash it out, dry it, and then smear some triple antibiotic ointment on it -- no scents or painkillers, just plain ointment.
Continue smearing ointment on the wound daily until it scabs over, or even after that.
Keep an eye on her.

Neosporin is just a brand name triple antibiotic ointment.
 
The tear looks quite clean -- do you have any metal with sharp or pointy edges where you keep your birds? Any sheet metal, scrap metal, or loose fencing?
I mean the whole coop is chain-link fencing, although the ends of each chain-link is wound down and sanded, ill check just in case for any sharp points
 
I had a girl that got her neck sliced decently (my previous NN male was clumsy as a oil slathered drunk when it came to breeding). I cleaned it once a day with an alcohol wipe and that was that.

Scarred, but I'm not surprised either about that. Took about 2 weeks?
