I don't think there are any changes in Stafford. HOA's seem to be what the county falls back on, beyond that, if neighbors don't care, I don't think the county cares. For the record, I'd be going nuts if someone had chickens roaming in to my yard. We are rather fastidious about footware and animal droppings.
