According to our Senator the latest is for people to copy down the security codes from the gift cards then when they are sold get on line and use them to buy stuff before the recipient can redeem them. I suggest when buying a card you make sure they are secured in a way that this can't happen or at least take one from the bottom of the stack. The stores that have racks of these cards are the worst.

Isnt the security code the spot that you have to scratch off on the back of the card ??
If so.. just check the backs of cards before buying..

My sister has bought me a number of 'gift cards' and when I go to redeem them, they are already used up.

It's the thought that counts right?
