NPIP testing. Should I do it when I am over the city limit?

I would like to have my current hatched chickens NPIP tested. My city has a strict 4 hen limit. I currently have 8. Neighbors don't mind. .my concern is NPIP turning me in. I live in wisconsin. Should I be worried?

Personally I wouldn't worry. In my area the NPIP is run by the state ag department. Do I think they research the local ordinances prior to coming and testing your livestock? No, no I do not. Their task is to conduct a pullorum test, that's it.

Why do you want to have/get a NPIP certificate?
