Check your state regulations. Every state has its own rules. At least one state wants all sales whether in state or out of state to be NPIP.

I am SO SO sorry. Hardly a state famed for low regulation.

Suggest starting here (technically, these are entry requirements, probably inapplicable to your situation) and here. CA's regulations, I understand, have increased relatively recently in response to some outbreak, the details of which are forgotten to me.

That was the Newcastle outbreak due to a person illegally bringing in an infected fighting cock. The disease got spread to Utah and Arizona due to Californians illegally moving their infected flocks out of state to prevent their "pets" from being killed.
