You need a bigger brooder! Those chicks are going to overheat in that brooder. You really want something with as much ventilation as you can possibly get and plastic traps heat. Overheated chicks are very prone to getting pasty butt which can kill them.
Also it looks like that heat lamp is only clipped to the ladder leaning over the brooder. That's not secure enough. It can easily come loose, fall into the brooder and catch fire.
I have a safety wire on the heat lamp that is also holding it in place. My concern with the brooder setup was them actually being too cold since they are in my unheated garage and it’s only about 50 degrees in there. I am going to purchase another tote the same size and attach them together. I also cut a hole in the lid of the tote and put chicken wire over the hole. That’s not enough ventilation? The hole is 18”x24”

One end of their brooder should be at 50°. Only one small area of the brooder really needs heat. I've had chicks out with broody hens when there was snow on the ground and they were not under their mom the entire time.
