Odd Behavior

One of my chickens is sort of displaying broody behavior but I'm not sure if that's it exactly. She stays in the nesting box nearly all day. She will come out for food and water, briefly. She makes this soft "cluck, cluck" noise constantly. I thought she was broody but since she's in the nesting box her egg immediately goes away so she's not sitting on eggs. I started to put cold packets in the box once she got out but the other chickens were wanting to go in there so I didn't. This has been going on for a few weeks. Thoughts? Thank you,

Yes, that is broody behavior.

It doesn't matter if there's eggs. The broody behavior is triggered in the brain by hormonal changes. Try this:
