Odd rooster

So i have two cockerels, both around 11 months old. One is normal, but the other, a Marans is a bit weird. He is about an inch taller, and quite a lot wider than the other cockerel, yet he is the less dominant. One thing he does a lot is the ‘dance’. I know that’s normal as my other cockerel will do it, and call the girls over to some food, but the way he does it is he will just run around in circles around the hen with his wing down until she walks off. I’ve had to have a bit of a yell at him before as well as sometimes he will just dance into the hens, almost knocking them over, and then just walk off. When it’s hot, i put extra water dispensers around their field, and he will dance straight into those, completely knocking them over. Is it possible that he’s just a bit simple? Or has anyone had issues like this before? Another thing about them both is that they’re skinny. All the hens are a healthy weight, and their keel is normal, but you can really feel it on the males. I think this is because the more ‘smart’ rooster just calls the hens to food and doesn’t eat it himself, and the other rooster maybe just forgets to eat? Does anyone have any suggestions to help them gain a bit? Thanks
