Barred rock hens have dark legs, males have no/light colored legs, it isn't 100%.

I think you have a boy....mostly because of the "frosting" around the neck and the super tiny tail feathers at 3 weeks.

I'm no expert, but if you see that comb turn red in the next week or so, you can be pretty sure.
