The fencing isn't hard to find. Check your local Agway or Blue Seal feed store. I get mine from Wellscroft Farm in Harrisville, NH. They are fencing dealers.

But we've never had problems with bears and raccoons and cougars; bobcats are the ones were have been here before.

Raccoons can make a very deep, loud gutteral growl. Set a live trap, and see who you catch.
 
Our dogs are kept inside at night, except they are let out once and a while to go to relieve themselves.

I'll see if my dad knows anyone he can use a live trap from. If it is a fisher cat or raccoon, what should we put in the trap? What kind of meat to fisher cats eat, and what to raccoons really like?(I know they like a lot of things lol)

Where there is one with kits there is definately another.

Fisher are everywhere, Fisher are closer related to badger than weasel, distant relative to the Pine Martin, which we also have.
raccoons.
fox.
bear.
mink.
it could be any one of the above, best to get a camera set up and see what you are dealing with, no one wants a nasty surprise in a trap.
all make ungodly noises and screams.
